No. It has no way to post, vote, message or email anyone. It drafts, and you post from your own account.

They stay in your Held tab with the reason, like “likely minor” or “health topic”. Nothing is silently dropped, and no draft can be made for them.
Drafts only use facts and offers you’ve approved. If a good answer needs something you haven’t approved, ChimeHound leaves it out and tells you.
